yes, it's a bit surprising that there are quite often situations where drivers don't act according to the spotter's instructions (at least that's how it appears for observers).
maybe they are being distracted (using 'teamspeak' for example) and miss the spotter's instruction, maybe they are insecure about the rules or just don't pay much attention...
